Testimony dated October 21, 2021 in support of S.1578/H.2504: An Act to provide criminal justice reform protections to all prisoners in segregated confinement. S.1578/H.2504 would address the ongoing use of segregation in Massachusetts prisons by applying the protections and oversight of the Criminal Justice Reform Act (CJRA) of 2018 to all examples of segregated confinement. Currently, DOC restrictive units with more than two hours per day out of cell are not subject to any of the protections, oversight, or transparency mechanisms provided by the CJRA.
