Massachusetts implemented PACT decades ago under the Department of Mental Health, and its availability and the adequacy of its staffing have for too long been limited by the absence of a secure, uncapped, financing stream that capitalizes on federal financial participation (FFP) like MassHealth. The evidence base for PACT programs has been well established since the 1980s for individuals who have serious and disabling mental health conditions who may benefit from more intensive and flexible supports.
