Middlesex County Restoration Center Commission

The Middlesex County Restoration Center Commission is tasked with piloting a program to create a restoration center in Middlesex County.

The 13-member Middlesex County Restoration Center Commission – chaired by Middlesex Sheriff Peter J. Koutoujian and Dr. Danna Mauch, the President and CEO of the Massachusetts Association for Mental Health – is tasked by the MA Legislature with piloting a program to create a restoration center in Middlesex County.

The center would provide behavioral health services to individuals in mental health or substance use crisis. These services would help support ongoing law enforcement diversionary efforts across New England’s most populous county, diverting individuals with behavioral health conditions from arrest or unnecessary hospitalization.

In its first year, the Commission submitted findings and recommendations from an analysis of the gaps in the current system of behavioral health care and criminal justice diversionary services. MAMH also submitted testimony to support creation of a criminal justice and community support trust fund, which would create a trust fund that could accept third-party funding for behavioral health diversion from the criminal justice system. Such a trust fund would provide a repository for outside resources to support criminal justice and hospitalization diversion activities such as those proposed in the Commission report. In its second year, the Commission submitted findings from a planning process to design a restoration center in Middlesex County, based primarily on the work of a contracted consulting entity, Advocates. Please click here for the Year Two report.

In its third year, the Commission submitted a plan for accomplishing the task of piloting a Restoration Center in Middlesex County, details on a Request for Responses to procure a provider to pilot said services, and legislative recommendations for Year Four of the Commission. In its fourth year, the Commission expects to implement a pilot restoration center in Middlesex County.

The FY2022 budget includes $1 million for the next phase of work on the Middlesex County Restoration Center. This follows a June 15, 2021 editorial in the Boston Globe calling for funding at this level. In addition, on July 29, 2021, the U.S. House of Representatives approved a package of FY 2022 appropriations bills that included $1.65 million for the Middlesex County Restoration Center.
